  • Owner liability at the sidewalk – Administrative Code 7-210 makes the owner of abutting real property liable for personal injury caused by failure to maintain the sidewalk in a reasonably safe condition, including the negligent failure to remove snow, ice, dirt or other material. Commercial property carries no exemption.
  • Sidewalk and plaza upkeep – Administrative Code 16-118 requires the abutting sidewalk, flagging and curbstone to be kept free of obstruction and refuse, extending a foot and a half into the roadway, and penalizes sweeping debris out into the street.
  • Accessible routes – Section 302.1 of the 2010 ADA Standards requires floor and ground surfaces on an accessible route to be stable, firm and slip resistant. The Standards deliberately set no minimum coefficient of friction, so any vendor quoting you a 0.6 friction requirement is citing a non-mandatory 1991 appendix that was not carried forward. Cleaning restores the surface, it does not certify compliance.
  • FISP context – Buildings taller than six stories fall under the Facade Inspection Safety Program at Administrative Code 28-302, inspected every five years by a Qualified Exterior Wall Inspector. Cycle 10 sub-cycles close in February 2027, 2028 and 2029 by block number. We schedule facade cleaning around that calendar, we do not file for it.
  • Access safety – Crews work under 29 CFR 1910 Subpart D for general industry surfaces and 29 CFR 1926 Subpart L on scaffolds, where adjustable suspension scaffolds require both a personal fall arrest system and a guardrail system. NYC adds the DOB 16-Hour Suspended Scaffold User certificate and licensed rigger supervision.
