Compliance and Risk Standards for Office Buildings
Office property exposure is mostly about the ground plane and the paperwork. The plaza and the entry are where slip claims start, and building management will not let a crew above the second floor without documentation.
- Owner liability at the sidewalk – Administrative Code 7-210 makes the owner of abutting real property liable for personal injury caused by failure to maintain the sidewalk in a reasonably safe condition, including the negligent failure to remove snow, ice, dirt or other material. Commercial property carries no exemption.
- Sidewalk and plaza upkeep – Administrative Code 16-118 requires the abutting sidewalk, flagging and curbstone to be kept free of obstruction and refuse, extending a foot and a half into the roadway, and penalizes sweeping debris out into the street.
- Accessible routes – Section 302.1 of the 2010 ADA Standards requires floor and ground surfaces on an accessible route to be stable, firm and slip resistant. The Standards deliberately set no minimum coefficient of friction, so any vendor quoting you a 0.6 friction requirement is citing a non-mandatory 1991 appendix that was not carried forward. Cleaning restores the surface, it does not certify compliance.
- FISP context – Buildings taller than six stories fall under the Facade Inspection Safety Program at Administrative Code 28-302, inspected every five years by a Qualified Exterior Wall Inspector. Cycle 10 sub-cycles close in February 2027, 2028 and 2029 by block number. We schedule facade cleaning around that calendar, we do not file for it.
- Access safety – Crews work under 29 CFR 1910 Subpart D for general industry surfaces and 29 CFR 1926 Subpart L on scaffolds, where adjustable suspension scaffolds require both a personal fall arrest system and a guardrail system. NYC adds the DOB 16-Hour Suspended Scaffold User certificate and licensed rigger supervision.
- Wash water containment – Title 15 RCNY 19-02 permits nothing but stormwater or allowable runoff into a City storm sewer or catch basin. Drains inside the work zone are matted and bermed before water is turned on, and wash water is vacuumed back for legal disposal.
- Tenant disruption and noise – Administrative Code 24-218 prohibits unreasonable noise at any hour. Work is sequenced so a given floor or tenant is affected once, with notice through building management rather than a crew appearing at a window.
- Insurance and documentation – Certificates of insurance naming your entity are issued before the first visit. New York employers carry workers’ compensation under Workers’ Compensation Law sections 2 and 3 and disability and paid family leave coverage under section 202.
Send your building’s additional insured wording and limit requirements with the scope request and we will confirm them in writing before mobilizing, rather than discovering them at the loading dock.
Frequently Asked Questions
Do you provide exterior cleaning for office buildings?
Yes. Quality Power Wash provides exterior cleaning services for office buildings, business properties, and professional facilities throughout NYC.
Can you clean entrances, sidewalks, and office common areas?
Yes. We provide professional cleaning for entrances, sidewalks, plazas, parking areas, and exterior office spaces.
Do you offer recurring office maintenance cleaning?
Yes. Scheduled maintenance and recurring cleaning programs are available based on operational and property needs.
What services do you provide for office properties?
We provide commercial power washing, building cleaning, surface cleaning, and specialty exterior cleaning services.
Does cleaning our plaza make it ADA compliant?
No, and be careful with any contractor who says it does. Section 302.1 of the 2010 ADA Standards requires ground surfaces on an accessible route to be stable, firm and slip resistant, but the Standards set no minimum coefficient of friction, and the widely quoted 0.6 figure comes from a non-mandatory 1991 appendix that was not carried into the current Standards. What cleaning does is remove the contaminants that make a compliant surface behave like a non-compliant one.
What documentation do you provide to building management?
A certificate of insurance naming the owner and managing agent before mobilization, crew certifications for any work at height including the DOB 16-Hour Suspended Scaffold User certificate, the access method and rigging arrangement in writing, and a photographed visit record after each service. Most buildings will not admit a crew above the second floor without the first two, so we assemble them before scheduling rather than after.
