Compliance and Owner Obligations for Apartment Buildings
Multifamily exterior work runs into two things at once: the obligations that attach to the sidewalk out front, and the rules that attach to working above a public way. Both land on the owner, not the contractor.
- Sidewalk upkeep – Administrative Code 16-118 requires owners, lessees and occupants to keep the abutting sidewalk, flagging and curbstone free of obstruction and refuse, including the roadway extending a foot and a half from the curb. DSNY’s schedule sets dirty sidewalk at 100 dollars and sweeping debris into the street at 75, 250 and 350 dollars for successive offenses.
- Owner liability for the sidewalk – Administrative Code 7-210 makes owners of abutting property liable for injury caused by failure to maintain the sidewalk in a reasonably safe condition, expressly including the negligent failure to remove snow, ice, dirt or other material. The exemption covers owner-occupied one, two and three family homes used exclusively as residences. Apartment buildings are not exempt.
- FISP and facade cycles – The Facade Inspection Safety Program under Administrative Code 28-302 requires buildings taller than six stories to be inspected every five years by a Qualified Exterior Wall Inspector. Cycle 10 runs 2025 to 2029, with sub-cycle A closing February 2027, B February 2028 and C February 2029. We schedule cleaning around your inspection and repair sequence.
- What we do not do on FISP – We are not a filing party. FISP reports are filed by a Qualified Exterior Wall Inspector, who is a Registered Design Professional. Any contractor offering to handle your Local Law 11 compliance is describing a role they cannot hold.
- Working above residents – Suspended scaffold work in New York City requires crews to hold the DOB 16-Hour Suspended Scaffold User certificate, with a licensed rigger, licensed sign hanger or designated foreman supervising on site, and OSHA requires both a personal fall arrest system and a guardrail system on adjustable suspension scaffolds.
- Wash water containment – Title 15 RCNY 19-02 permits nothing but stormwater or allowable runoff into a City storm sewer or catch basin. Drains inside the work zone are matted and bermed before water is turned on, and wash water is vacuumed back for legal disposal.
- Noise and scheduling – Administrative Code 24-218 prohibits unreasonable noise at any hour, and a residential building is the least forgiving place to test that. Start times, equipment placement and hose routing get agreed with management before the notice goes to residents.
- Insurance and documentation – Certificates of insurance naming your entity are issued before the first visit. New York employers carry workers’ compensation under Workers’ Compensation Law sections 2 and 3 and disability and paid family leave coverage under section 202.
For co-op and condo boards: we can supply the certificate of insurance, crew certifications and a photographed visit record as a single packet for the building’s file.
Frequently Asked Questions
Do you provide exterior cleaning for apartment buildings and complexes?
Yes. Quality Power Wash provides exterior cleaning services for apartment buildings, multifamily properties, and residential communities throughout NYC.
Can you clean sidewalks, parking lots, and common areas?
Yes. We provide professional cleaning for sidewalks, parking areas, entrances, breezeways, and shared residential spaces.
Do you offer recurring maintenance programs?
Yes. Scheduled maintenance and recurring exterior cleaning programs are available based on property and operational needs.
What services do you provide for apartment properties?
We provide commercial power washing, building cleaning, surface cleaning, and specialty exterior cleaning services.
Do you handle our Local Law 11 or FISP compliance?
No contractor in our trade can. FISP reports under Administrative Code 28-302 are filed with the Department of Buildings by a Qualified Exterior Wall Inspector, who is a Registered Design Professional. What we do is clean around the inspection and repair sequence, and clean up after pointing and repair work so the elevation photographs properly. Cycle 10 runs through 2029, with sub-cycles closing February 2027, 2028 and 2029 depending on your block number.
Is the building responsible for keeping the sidewalk clean?
Yes, on two separate tracks. Administrative Code 16-118 requires the abutting sidewalk and the first eighteen inches of roadway to be kept free of refuse, with DSNY penalties attached, and Administrative Code 7-210 makes the owner civilly liable for injuries caused by failure to maintain the sidewalk in a reasonably safe condition, including from dirt or other material. The one, two and three family owner-occupied exemption in 7-210 does not reach apartment buildings.
Shared Outdoor Spaces and Common Areas
Residents judge a building by the parts they walk through every day, and those are rarely the parts that get scheduled. Courtyards, stoops, rear yards, stairwells and refuse enclosures generate more complaints than the facade does, and they respond to a short recurring visit rather than an annual project.
- Courtyards and rear yards – Pavers, concrete and seating areas cleaned in a consistent pattern so the surface reads as one finish rather than a patchwork.
- Stoops, steps and entry landings – The highest-touch surface in the building, where footfall, salt and spill concentrate in a small area.
- Breezeways, walkways and stairwells – Shared circulation cleaned at low pressure with attention to railings, nosings and the drainage path.
- Refuse and recycling enclosures – Pad, corral walls and surrounding apron degreased and sanitized on a monthly route, which is what addresses odor and pest pressure.
- Bike rooms, package areas and service entries – The back-of-house circulation residents use daily and management rarely looks at.
- Scheduled resident notice – Work is timed and noticed through management so residents are not surprised by equipment in a courtyard on a Saturday morning.
