Industrial sites are the one category where exterior washing can intersect with a permit you already hold. Before we put water on a dock apron or a yard, we want to know what your stormwater paperwork says about it.

  • Industrial stormwater permits – Facilities that fall inside the industrial activity categories at 40 CFR 122.26(b)(14) need coverage under New York’s SPDES Multi-Sector General Permit, GP-0-23-001, which took effect in March 2023 and carries a SWPPP, a Notice of Intent, quarterly visual monitoring, semi-annual benchmark monitoring and an annual certification report due January 28. If you hold that permit, exterior washing gets planned to match what your SWPPP already says about wash water.
  • Wash water containment – Title 15 RCNY 19-02 permits nothing but stormwater or allowable runoff into a City storm sewer or catch basin. Drains inside the work zone are matted and bermed before water is turned on, and wash water is vacuumed back for legal disposal.
  • What cannot go to the sewer – Title 15 RCNY 19-03 excludes fats, oils, grease, paint waste, ashes, sand, mud and construction materials from the combined and sanitary sewers, caps non-polar material at 50 mg/L, requires pH between 5.0 and 12.0, and prohibits wastewater above 150 degrees Fahrenheit. Degreasing work is captured and filtered rather than diluted.
  • Combined sewer reality – DEP reports that roughly 60 percent of the city sits on a combined sewer system, where heavy rain can send stormwater and untreated sewage into the waterways together. Containment is what keeps yard washing from becoming a discharge event.
  • Hydrant water – Where a yard has no usable supply we operate under a DEP Permit to Use a Hydrant with a reduced pressure zone backflow preventer installed by a licensed master plumber.
  • Working around live operations – Crews work under OSHA fall protection requirements, 29 CFR 1910 Subpart D for general industry surfaces and 29 CFR 1926 Subpart L on scaffolds, and we coordinate with your yard traffic plan so washing is not happening in an active truck lane.
  • Insurance and documentation – Certificates of insurance naming your entity are issued before the first visit. New York employers carry workers’ compensation under Workers’ Compensation Law sections 2 and 3 and disability and paid family leave coverage under section 202.
