If your building is individually landmarked or sits inside a historic district, the rules for cleaning it are not the same as for the building next door. The Landmarks Preservation Commission caps cleaning pressure at 500 psi on masonry and 300 psi on cast iron, and you need Commission approval before the work starts. It is enforceable, and most power washing contractors working in New York City do not know it.
That number matters more than anything else on this page. What the Rule Actually Says
The Rules of the City of New York, at the Landmarks Preservation Commission rules section 2-11(c)(1)(ii), set the limit in one sentence: water pressure will be the lowest necessary to clean and remove paint or coatings and will not exceed 300 psi for cast iron or 500 psi for masonry.
Two things are worth pulling out of that. First, the ceiling is not the target. The rule says the lowest pressure necessary, so 500 psi is a maximum you may not exceed, not a setting to dial in. Second, cast iron is held to a lower limit than masonry, which matters in SoHo, Tribeca and the cast iron districts where entire facades are exactly that material.

For scale: a residential pressure washer from a hardware store typically runs 1,800 to 3,000 psi. A commercial cold water unit runs higher. Nothing in that range belongs anywhere near a landmarked facade without being throttled down, and a contractor who talks about pressure as the measure of how well they clean is telling you they are not equipped for this work.

Cleaning masonry on a landmarked building is regulated work, not maintenance you can simply schedule. It requires Landmarks Preservation Commission approval before it starts. For straightforward cleaning that meets the Commission’s criteria, that approval generally comes through as a Permit for Minor Work, a staff level review with no public hearing. Allow roughly ten business days, and more if the work is not routine.
That is a planning fact more than an obstacle. Landmark facade cleaning is something you schedule a month out, not something you book for next Tuesday. Any contractor who offers to start immediately on a landmarked building either does not know the requirement or intends to work without the permit, and the violation attaches to the property rather than to them.
Which Buildings Are Covered
More than you would expect. New York City has individual landmarks, interior landmarks, scenic landmarks and historic districts, and a historic district covers every building inside its boundary, including the ordinary ones. Brownstone Brooklyn, large parts of Greenwich Village, the Upper East and Upper West Sides, SoHo, Tribeca, DUMBO and dozens of smaller districts across all five boroughs are in scope.

Why the Pressure Limit Exists
It is not bureaucratic caution. Historic masonry in New York is generally softer than modern brick, and it was laid with lime based mortar that is deliberately softer still, because the mortar is designed to be the sacrificial element that fails before the brick does. High pressure water strips that mortar out of the joints, and it erodes the fired outer skin of the brick, which is the hard weather resistant layer. Once that skin is gone the porous body underneath absorbs water, and you have converted a cleaning job into a repointing job and possibly into a water infiltration problem.
Brownstone is worse. It is a sandstone, it delaminates in sheets when it is stressed, and there is no putting it back. Terra cotta has a glazed surface that is the entire protective system. Cast iron, which is why it carries the lower 300 psi limit, has paint layers that are frequently all that stands between the metal and rust.
So How Do You Clean a Landmarked Facade?
Under 500 psi, which is entirely achievable, because pressure was never the main mechanism anyway. What actually removes soiling from historic masonry is chemistry and dwell time, applied at low pressure and rinsed at low pressure. That is what soft washing means: a cleaning solution matched to the substrate and the soiling, given time to work, and rinsed rather than blasted.
The sequence on a landmark building generally looks like this.
- Confirm the designation status and get the permit in hand before anything else.
- Identify every material on the elevation. One facade often carries brick, brownstone, terra cotta, cast iron, limestone and modern patching all at once, and they do not all take the same treatment.
- Test patch in an inconspicuous location and let the client, and where required the Commission, see the result before proceeding.
- Use the gentlest method that works, escalating only if it does not, and documenting what was used.
- Protect windows, joinery, ironwork and landscaping. Overspray damage on a landmark is its own problem.
- Rinse at low pressure and manage where the rinse water goes. Under 15 RCNY 19-02, no person may discharge anything other than stormwater or allowable runoff into a storm sewer, catch basin or manhole in New York City. That applies to facade rinse water carrying cleaning chemistry as much as to anything else.

- Will you do a test patch first, and will we see it before you continue?

The pressure question is the useful one. A contractor who answers with a number under 500 and explains how they hold it there is equipped for this. A contractor who says pressure washing is pressure washing, or who leads with how powerful their equipment is, is not.
